Model approval will be uniformly commissioned by the Ministry of Industry and Information Technology from October 15, 2018. On October 11, the Model Approval License Service Guide was finally released, and Circular Inspection will interpret the latest changes for you.
1、 Application process: The Ministry of Industry and Information Technology will directly commission a testing agency to conduct the testing
Before the change: After the applicant directly sends the sample to the testing institution for testing and obtains the report, they log in to the model approval acceptance website to submit the report and application materials for approval and certification.
After the change: The applicant logs in to the model approval acceptance website to submit a material application. After the formal review is accepted, the Ministry of Industry and Information Technology entrusts a testing agency to test and submit a report. The Ministry of Industry and Information Technology reviews the application materials and technical results and approves the issuance of the certificate.

However, approved products must be sold domestically and contracts for the import and sale of radio transmission equipment must be submitted in a timely manner in order to be free of charge.

5、 Problem with different models of the same product
For equipment that has already obtained a model approval certificate and applies for different models, a commitment letter can be submitted at the time of application stating that the newly applied model product is completely identical to the original product (with the same production and quality assurance system, technical indicators, appearance, etc.), and testing reports from self owned or third-party laboratories can be submitted. When the Radio Management Bureau accepts and reviews the application, it can waive the commissioned testing process.
Enterprises that are testing but have not yet submitted reports or have already submitted reports but have not yet submitted applications before October 15th still have a transitional period and can apply for acceptance normally. The specific deadline will be announced after the implementation of the new regulations

1、 SRRC Overview
According to the "Regulations on the Management of Imported Radio Transmission Equipment" and the "Regulations on the Management of Production of Radio Transmission Equipment", in order to strengthen the management of imported and produced radio transmission equipment, all radio transmission equipment exported to the People's Republic of China or produced (including trial production) within the territory of the People's Republic of China must hold a "Radio Transmission Equipment Model Approval Certificate" issued by the State Radio Regulation Committee (SRRC) after its transmission characteristics have been approved. The label of the factory equipment must indicate the model approval code.

Radio transmitting equipment is defined as various devices that emit radio waves, such as wireless communication, navigation, positioning, direction finding, radar, remote control, telemetry, broadcasting, television, and low-power (short distance) devices, but does not include industrial, scientific research, medical equipment, electrified transportation systems, high-voltage power lines, and other electrical devices that radiate electromagnetic waves. The testing institution currently recognized by the Radio Management Bureau of the Ministry of Information Industry is the National Radio Monitoring Center (State Radio Monitoring Center) Radio Monitoring Center,SRMC)。
The National Radio Monitoring Center is a directly affiliated institution of the Ministry of Information Industry of the People's Republic of China, mainly responsible for radio monitoring and radio spectrum management, and is the supporting institution for China's radio management. The center has 10 departments, 1 national monitoring station, 8 national shortwave/satellite monitoring stations, 1 ultra shortwave monitoring station, and 1 data backup center.
2、 SRRC Basic Process
1. The equipment applying for the "Radio Transmission Equipment Model Approval Certificate" must obtain the "Radio Transmission Equipment Model Approval Inspection Report" issued by the radio transmission equipment emission characteristic testing institution recognized by the Ministry of Industry and Information Technology, and submit the application materials for the "Radio Transmission Equipment Model Approval Certificate".
2. You need to download the "Application Form for Approval of Radio Transmission Equipment Model" from the "Form Download" column on the homepage of the website for processing the approval of radio transmission equipment models; The proxy application unit needs to download the "Authorization Letter for Approval of Radio Transmission Equipment Model" at the same time.
3. The application materials for the approval of wireless transmission equipment models must be provided in Chinese or English, and materials in other languages must be translated into Chinese or English (with the official seal of the translation unit/department).
4. The application materials submitted by the applying unit or the agent applying unit through postal delivery shall enter the approval process after passing the formal examination; Those who fail the formal examination shall be notified to the applying unit or the agent applying unit within five working days. In order to ensure that the applying unit can obtain the model approval certificate in a timely manner, the applying unit or the agent applying unit shall send personnel to complete the application materials.
5. The Radio Management Bureau of the Ministry of Industry and Information Technology (hereinafter referred to as the Radio Management Bureau) shall make an administrative licensing decision within 20 working days from the date of accepting the application for model approval. If a decision cannot be made within 20 working days, with the approval of the competent person in charge of this authority, an extension of 10 working days may be granted, and the reasons for the extension shall be communicated to the applicant. However, if there are other provisions in laws and regulations, they shall be followed.
6. After obtaining the "Radio Transmission Equipment Model Approval Certificate" and its approval code, the manufacturer shall indicate the radio transmission equipment model approval code on its approved equipment label (clearly visible during normal installation). If the equipment is too small to indicate its approval code on it, the model approval code of the equipment shall be included in its product manual or user manual.
7. The Radio Management Bureau will use the media to publish the catalog of radio transmission equipment that has obtained model approval to the public, and organize relevant units to conduct irregular spot checks on radio transmission equipment that has obtained model approval. If the spot checks are not qualified, their model approval certificate and approval code will be revoked.
3、 Materials need to be submitted for SRRC application
1. The equipment manufacturer (hereinafter referred to as the applicant) shall submit the "Application Form for Approval of Radio Transmission Equipment Model" (original).
2. Submit a copy of the "Enterprise Legal Person Business License" of the applying unit, as well as the production capacity, technical strength, and quality assurance system certificates of the applying unit
Copy (if the applying unit has not yet obtained the quality system certificate, a detailed introduction of the production capacity, technical strength, and quality assurance system stamped with the official seal of the applying unit is required).
3. Submit the equipment model technical specifications or manuals, circuit block diagrams or schematics, and user manuals declared by the applying unit.
4. Submit a set of color photos, which should include:
① Overall photo ② Front view photo. ③ Side photo (including launch port, interface, etc.) ④ Back photo (including launch port, interface, etc.) ⑤ Internal circuit board photo of the tested equipment ⑥ Equipment nameplate (label): The photo should clearly display the applicant (manufacturing unit), equipment model, equipment serial number, and approval code CMIIT ID:, which should be consistent with the future import and sale of the equipment; The lower part of the appearance of the photo should also indicate the structural dimensions of the tested equipment (if the model approval "Inspection Report" has attached the above photos, there is no need to provide them again).
5. Imported equipment requires copies of proof documents (inspection reports or certificates) of foreign approval status.
6. If the handling unit is a commissioned agency application unit (including subsidiaries), it is necessary to submit the original copy of the "Authorization Letter for Approval of Radio Transmission Equipment Model" and a copy of the "Enterprise Legal Person Business License" of the commissioned agency application unit.
7. The original copy of the model approval "Inspection Report" for the equipment issued by a testing institution recognized by the Ministry of Industry and Information Technology within six months.
8. The agent of the applying unit or proxy applying unit must submit copies of the company's employee identity certificate and valid personal identity certificate presented by the equipment applying unit or proxy applying unit (the agent should be consistent with the contact person on the application form).
