1、 Introduction to China's Energy Efficiency Labeling
In August 2004, the National Development and Reform Commission and the General Administration of Quality Supervision, Inspection and Quarantine jointly formulated and issued the "Management Measures for Energy Efficiency Labeling" (hereinafter referred to as the "Measures"), which marked the implementation of the energy efficiency labeling system in China.
Energy efficiency labeling is an information label attached to a product or its smallest packaging, used to indicate the energy efficiency level and other performance indicators of the energy consuming product, providing necessary information for users and consumers to make purchasing decisions, and guiding them to choose high-efficiency and energy-saving products. Establishing and implementing an energy efficiency labeling system is of great significance for improving the energy efficiency of energy consuming equipment, enhancing consumers' awareness of energy conservation, accelerating the construction of an energy-saving society, and alleviating the energy constraints faced by the comprehensive construction of a moderately prosperous society.
The Measures stipulate that the National Development and Reform Commission, the General Administration of Quality Supervision, Inspection and Quarantine, and the State Administration for Market Regulation are responsible for establishing and organizing the implementation of the energy efficiency labeling system. All products listed in the Catalogue shall be marked with a unified energy efficiency label in a prominent position on the product or the smallest packaging of the product, and shall be explained in the product manual. The energy efficiency labeling adopts the implementation mode of self declaration, filing by producers or importers, and strengthened supervision and management by relevant government departments.
The energy efficiency labeling system in China was implemented on March 1, 2005
According to the provisions of the Measures, the National Development and Reform Commission, the General Administration of Quality Supervision, Inspection and Quarantine, and the State Administration for Market Regulation have formulated and released the "Catalogue of Products Implementing Energy Efficiency Labeling in the People's Republic of China (First Batch)", "Basic Styles of Energy Efficiency Labeling in China", "Implementation Rules for Energy Efficiency Labeling of Household Electric Ice Box", and "Implementation Rules for Energy Efficiency Labeling of Room Air Conditioner" (No. 71, 2004). Starting from March 1, 2005, the energy efficiency labeling system will be implemented first for refrigerators and air conditioners.
The energy efficiency label has a blue and white background, with the words "CHINA ENERGY LABEL" on the top and adhesive on the back. It is required to be affixed to the front panel of the product. The structure of the identification can be divided into a background information column, an energy efficiency level display column, and a product related indicator display column. As an information identifier, energy efficiency labeling intuitively indicates the energy efficiency level, energy consumption indicators, and other important performance indicators of energy consuming products. Energy efficiency level is the most important indicator to determine whether a product is energy-saving. The lower the energy efficiency level of a product, the higher the energy efficiency, the better the energy-saving effect, and the more energy-efficient it is. At present, China's energy efficiency labeling divides energy efficiency into five levels: 1, 2, 3, 4, and 5. Level 1 indicates that the product has reached the international advanced level, is the most energy-efficient, and has the lowest energy consumption; Level 2 indicates relatively energy-saving; Level 3 indicates that the energy efficiency of the product is at the average level of the Chinese market; Level 4 indicates that the energy efficiency of the product is lower than the market average level; Level 5 is a market access indicator, and products below this level are not allowed to be produced or sold. In order to popularize the awareness of energy conservation and efficiency improvement among various consumer groups, the energy efficiency level display column uses three forms of expression to visually express energy efficiency level information: the first is the text part "low energy consumption, medium energy consumption, high energy consumption"; The second is the numerical part "1, 2, 3, 4, 5"; The third is a level indicator color code arranged according to the emotions represented by colors, where red represents prohibition, orange represents warning, and green represents environmental protection and energy conservation.
Therefore, energy efficiency labeling can enable consumers to compare the energy-saving effects of different products, thereby enabling consumers to purchase more energy-efficient and cost-effective products.
The products subject to mandatory implementation of energy efficiency in China include monitors, LCD televisions, plasma televisions, rice cookers, induction cookers, household washing machines, refrigerators, water storage electric water heaters, energy-saving lamps, high-pressure sodium lamps, printers, copiers, and electric fans.
2、 Energy Efficiency Certification
The energy efficiency labeling system is different from the well-known CCC certification or energy-saving certification system, and adopts a model of enterprise self declaration, filing, and supervision and management. For the convenience of enterprises applying for energy efficiency labeling, the testing and filing process is explained as follows.
Step 1: Product Testing
Energy efficiency testing should be conducted in qualified laboratories.
After passing the energy efficiency testing according to the corresponding national standards, our center will issue an energy efficiency testing report. The inspection report is an important basis for the energy consumption indicators marked on the product energy efficiency label. The original report should be submitted to the Energy Efficiency Labeling Management Center for review and filing.
Step 2: Create an Energy Efficiency Label Fabric

In order to maintain the seriousness of the labeling system, facilitate market supervision, and effectively improve consumers' recognition and cognitive ability of labeling, there are strict uniform requirements for the style of China's energy efficiency labeling. The energy efficiency labels, shapes, colors, patterns, and overall layout of various products are consistent in basic styles, but the size and energy consumption indicators are different. Therefore, enterprises should produce energy efficiency labels in accordance with the requirements of the corresponding product implementation rules.
Please click to download the editable energy efficiency label sample in CorelDRAW format. Open with CorelDRAW 11.0 or above (with Fangzheng font library) and label the producer name, specifications, energy efficiency level, and energy efficiency indicators. The energy efficiency level and energy efficiency indicators should be determined based on the testing report. The energy efficiency index should not exceed the value range of the corresponding energy efficiency level, and the energy efficiency index of the tested sample should meet the labeled value in the energy efficiency label.
The energy efficiency label should be printed on copperplate paper weighing 80 grams or more, and affixed with adhesive tape in a prominent position on the product or minimum packaging. A sample identification should be provided for review during the filing process.
Step 3: Fill in the filing information online
Firstly, it is necessary to register as a corporate user on the China Energy Efficiency Labeling Network (www.energylabel. gov.cn). Basic information of the enterprise must be provided, and registration will be completed after being reviewed by the administrator (approximately 3 days).
After successful registration, log in and add product registration related information, mainly the information marked on the energy efficiency label.

Step 4: Submit the required textual materials for filing
Submit the following text materials to the China Energy Efficiency Labeling Management Center:
Copy of the producer's business license or registration certificate;
Energy Efficiency Labeling Filing Enterprise Information Form;
Sample of energy efficiency labeling; (See Step 2)
Energy Efficiency Labeling Filing Form;
Energy efficiency testing report; (See the first step)
When it comes to brand authorization or OEM production, it is necessary to provide:
Brand usage authorization letter;
Energy Efficiency Labeling Filing OEM Declaration;
If the producer is a registered overseas enterprise and the importer is also one of the responsible parties, it is necessary to provide:
Copy of importer's business license or registration certificate;
Importer Enterprise Information Form;
Copy of relevant contracts signed between importers and overseas producers;
After receiving the written filing materials, the Energy Efficiency Labeling Management Center generally provides feedback or rectification within 10 working days. After the filing is completed, it will be published on the China Energy Efficiency Labeling Network, and relevant information can be queried by filing number, producer name or model.
